Structured cabling cost in Ontario is mostly the building, not the cable
Most owners assume a cabling quote is arithmetic: count the desks, multiply by a number, done. That is why three quotes for the same job come back so far apart that you suspect a mistake.

Usually nobody did. They priced different work, because the cable is a small part of what you are buying and the building is most of it.
The short version
- Cable on the reel is normally the smallest line on the bill. Labour, access and paperwork are the rest.
- Price per drop falls as the drop count rises. Six drops is expensive per drop. Sixty is not.
- The two biggest multipliers are how you reach the ceiling and whether people are working underneath you.
- Plenum rating, fire-stopping and asbestos procedures are code and law. A quote that leaves them out is incomplete, not cheaper.
- Testing and as-built documentation are the first lines deleted to win a bid, and the two you miss most in year three.
The drop count sets the floor, the building sets the price
A drop is one continuous run of cable from the rack to one outlet, terminated at both ends and tested. That unit covers materials, labour, the access equipment needed to reach the route, and the closing paperwork. Most people picture only the materials, which is why a pull through a T-bar ceiling at nine feet and the same pull across a deck at twenty six feet sound like the same job.
Ceiling type and height
An accessible T-bar grid is the easy case. Tiles lift, cable goes into J-hooks, nobody cuts anything.
A hard ceiling is a different trade. Drywall or plaster means fishing wall cavities, cutting access holes, and patching and painting afterwards, or running surface raceway and accepting how it looks. Nobody knows what is above an old ceiling until it is open.
Open deck in a warehouse is easy to route and hard to reach. Anything above about twelve feet needs a lift: rental, delivery, a clear floor to drive on, and a slower pace because every move is a repositioning.
How far the outlet is from the rack
Copper has a hard limit. A permanent link tops out at 90 metres of solid cable, with patch cords bringing the channel to 100 metres. It is not a guideline you can stretch.
Long buildings hit this sooner than owners expect, because cable does not travel in straight lines. It goes up, along a route that avoids ductwork, around a firewall and back down. A desk 70 metres away on the plan can be a 95 metre pull.
Past the limit, the answer is a second telecom room fed by fiber optic cabling back to the main rack. That is a real cost and the correct answer, so ask whether a quote accounted for it.
Conduit or open ceiling
Open ceiling with J-hooks and cable tray is fast. Conduit is slow, and in most cases it is electrical work with its own permit, material cost per foot, and schedule.
Conduit gets specified for good reasons: exposed areas, wash-down areas, anywhere the cable could be damaged, some landlord requirements. It also gets specified out of habit. Ask which is driving it, because it is one of the few decisions here that can move the total by a large factor. Core drilling, sleeving through block, and trenching between buildings sit in the same category: construction, priced like construction.
Fire-stopping through rated walls and floors
Every hole through a fire-rated wall or floor has to be sealed with an approved firestop system that restores the rating: specific materials, installed a specific way, to the tested assembly.
It costs money per penetration and it is required under the Ontario Building Code. It is also the easiest thing for a low bidder to leave out, because nobody looks above a ceiling tile after the invoice is paid. An insurance inspection or a tenant fit-up involves somebody looking.
Occupied buildings cost more than empty ones
An empty shell is the cheapest building to cable: nothing to protect and nobody to work around.
An occupied building changes the maths more than people expect. Tiles come down and go back up around staff on the phone. Furniture and stock get moved and put back. Dust containment goes up in a clinic or a food facility. Work stops when a treatment room is in use. And if nobody can be in the ceiling during operating hours at all, the job moves to evenings and weekends, where after-hours labour is a premium rate across the trade.
Have this conversation before the quote. Give every bidder the same hours and off-limits areas.
The cable you specify changes both the material and the labour
Category matters twice. Cat6a is bigger and stiffer than Cat6, with a larger bend radius, so it fills conduit faster, needs more support, and takes longer to terminate neatly. Material and labour both go up with it.
Whether you need it depends on what the run feeds and how long it is. Ten gigabit over Cat6 is distance limited. Over Cat6a it runs the full length. On a warehouse deck feeding access points that will be replaced twice before the cable is, that matters. In a twelve person office, it may not.
Jacket rating is not a preference. If cable runs through a space used to move return air, common above suspended ceilings in older commercial buildings, it has to be plenum rated. Plenum cable costs noticeably more per foot and there is no version of the job where you substitute down. Ask each bidder to state which rating they are supplying and which spaces they inspected to decide. In Canada you will see CSA flame test markings such as FT6 alongside the familiar CMP and CMR markings.
Older buildings carry a survey before they carry cable
Plenty of commercial stock in Oshawa, Whitby and Ajax predates 1990. In those buildings, ceiling tiles, pipe wrap, sprayed fireproofing on the deck and floor tile mastic are all places asbestos-containing material turns up.
If the work disturbs it, the job falls under Ontario Regulation 278/05, the asbestos regulation for construction projects and buildings. Its classified procedures change who can do the work, what protection is required, and how long it takes.

A designated substance survey may need to happen before anyone lifts a tile, and that is the building owner’s task rather than the cabling contractor’s. A bidder who looked at a 1978 building and quoted it like new construction has missed something real.
Testing and documentation are the two lines people delete first
The cheap version of proof is a continuity check: pairs in the right order, link comes up. The proper version is a certification test with a calibrated instrument that measures each link against the ANSI/TIA-568 limits and prints a pass or fail with the margin. It takes longer, needs a far more expensive instrument, and is the only one that supports a manufacturer performance warranty. There is more in tested and certified are not the same word.
As-built documentation is the other quiet line. At minimum: a labelling scheme at both ends, a port map tying every outlet to a panel position, and a floor plan marking outlet locations. Produced during the job it costs very little. Reconstructed two years later with a tone generator it costs a great deal, and that bill always arrives during an outage.

The questions to ask before you compare quotes
Send these to every bidder in the same email.
- How many drops, and how many outlets per location? Two ports at one desk is one location and two drops, so make sure everyone counted the same way.
- What cable category, and why that one for this building?
- What jacket rating, and which spaces did you inspect to decide plenum, riser or general purpose?
- Open ceiling, cable tray, or conduit? If conduit, who supplies and installs it?
- What access equipment is in the price, and is lift rental included?
- Which hours does this price assume? Is any of it after hours or weekend?
- What is your longest planned run, and how did you confirm it is inside the 90 metre limit?
- How many fire-rated penetrations are in scope, and what firestop system are you using?
- What happens if we open a ceiling and find asbestos-containing material or an obstruction?
- What testing is included: continuity, or certification to the TIA limits with a per-link report?
- What documents do we receive at handover, and in what format?
- What is the warranty on workmanship and on components, and what keeps it valid?
- What is not in this price? Patch cords, rack, switch, electrical work and patch-and-paint are the usual omissions.
Once all thirteen answers are on paper, you will see where any gap between quotes lives. Usually it is items 3, 8 and 10.
What this means for your building
Take a 30,000 square foot distribution warehouse in Bowmanville with an office block at the front. The office is T-bar at nine feet and genuinely simple. The warehouse is open deck at twenty four feet with racking underneath.
Every access point and camera drop out there needs a lift, a clear aisle to drive it down, and coordination so nobody is picking orders under the basket. Same cable as the office, nowhere near the same cost per drop. Add shipping doors running six days a week, so that half happens on Sundays, and a 1981 office, so somebody looks at the ceiling tiles first.
What to do about it
- Count your own drops. Mark every place a cable has to land: desks, printers, cameras, access points, door controllers, the front counter, the shop floor. Add spares now, because a spare during the job is a fraction of a new drop later.
- Measure the longest run along the route the cable would take rather than in a straight line. If it is close to 90 metres, say so up front.
- Photograph each area’s ceiling with a tile lifted, plus the existing rack, and send those with the request.
- Decide your access hours before you ask for pricing, and give every bidder the same restriction.
- Find out the building’s age and whether a designated substance survey exists. Your landlord may already have one.
- Ask the thirteen questions and compare the answers, not the totals.
- Then book the site walk. A proper structured cabling quote comes from somebody standing in the building with a ceiling tile in their hand, and that visit should be free.

Before you call
Can you give me a rough per drop number over the phone?
Not honestly. The same drop differs by a large multiple between an empty office suite and an occupied warehouse with a lift and Sunday-only access. A firm number given without seeing the building is either padded or about to become a change order.
We are moving out in two years. Is this worth doing?
Possibly not. If the space is temporary and the current cabling works, patching the gaps and living with it can be right. Cabling is a long-life asset in a building you are keeping. Say the timeline out loud and let it change the recommendation.
Can our electrician just run it?
Some can and do it well. Ask them the same thirteen questions, especially items 10 and 11.
