Why your phone dies inside your own building, and what legally fixes it in Canada
The signal is fine in the parking lot. Two bars at the front desk. Nothing in the back of the shop. Everyone has adapted by walking outside to take calls, which is a workaround your business has been paying for quietly for years.

The building is doing this on purpose, in a manner of speaking. Most of the things that make a building efficient also make it a bad place to receive a radio signal.
The short version
- Energy-efficient glass, steel and concrete all block cellular signal. Newer buildings are often worse than older ones.
- A booster amplifies signal that already exists outside. It cannot create coverage where there is none.
- In Canada, boosters must be ISED-certified, and carrier consent rules apply.
- Cheap uncertified amplifiers can interfere with the network and get you a phone call from a carrier.
- Wi-Fi calling solves the same problem for free, if your Wi-Fi is good enough.
What is actually blocking it
Four things, in rough order of how much trouble they cause.
Low-emissivity glass. This is the big one and the least obvious. Energy-efficient windows carry a thin metallic coating that reflects heat. It also reflects radio frequency. A modern glass office can be a worse cellular environment than a fifty-year-old brick building, which is counterintuitive enough that people assume the problem must be their phone.
Steel. Steel-framed and steel-clad buildings behave like a shield. A steel building on a rural lot in Uxbridge often has no usable indoor signal at all, even with a tower in sight.
Concrete, especially with rebar. Basements and interior concrete cores. Any below-grade space is fighting both the concrete and the earth.
Distance and terrain. Sometimes the honest answer is that the signal outside is already weak and the building is only finishing it off.
That last one determines whether a booster is even the right tool, which is why the first step is always measuring outside rather than inside.
A booster amplifies, it does not invent
This is the single most common misunderstanding, and it is worth being blunt about because it decides whether money gets wasted.
A booster system has three parts: an antenna outside where signal exists, an amplifier, and one or more antennas inside distributing it. It takes what is available outdoors and rebroadcasts it indoors.
If there is a usable signal somewhere on your roof, a booster works well. If your site genuinely has no signal outside, no booster will help, and anyone selling you one has not measured.
Which is why a real quote starts with someone standing on your roof with a meter, checking each carrier and each band separately. Not a walk around the inside with a phone looking at bars. Bars are a crude summary that different phones calculate differently.
The measurement also tells you how many indoor antennas you need and where. A single antenna in a hallway does not cover a warehouse. Coverage design in a big open space with racking is its own problem, in the same way Wi-Fi coverage in a busy warehouse is.
The Canadian rules, which are stricter than people expect
This is where a $200 online purchase becomes a problem.
Innovation, Science and Economic Development Canada regulates radio equipment, and boosters are radio equipment. Two things matter.
First, the equipment must be certified for use in Canada. ISED maintains a Radio Equipment List of certified apparatus, and a compliant device carries a certification number. Devices sold into the American market or shipped direct from overseas sellers are frequently not certified here, whatever the listing says.
Second, and this is the part people have never heard of, there are consent requirements around operating a booster on a carrier’s licensed spectrum. Canada’s rules follow the general shape of the North American approach: consumer-grade boosters that meet the network protection standards are broadly permitted, while higher-power and multi-carrier installations involve the carriers directly.
I am deliberately not quoting a specific regulation number or a specific consent process here, because the details change and the version in an article is the version that goes stale. What I would do before buying anything is check ISED’s own guidance on cellular repeaters and boosters, and confirm the specific model appears on the Radio Equipment List. Both are public and free to search.
The practical reason to care is not the paperwork. An uncertified or badly installed booster can feed noise back into a carrier’s network and degrade service for everyone nearby, including your neighbours. Carriers detect this and they do trace it. The call you get is not a friendly one.
The free option worth trying first
Before spending anything: turn on Wi-Fi calling.
Every major Canadian carrier supports it, and every current phone supports it. Calls route over your internet connection instead of the cellular network. Inside a building with decent Wi-Fi, it works well.
Two conditions. Your Wi-Fi has to actually reach where people stand, which in a warehouse or a basement is its own project. And handoff between Wi-Fi calling and cellular can drop a call as someone walks out to the yard, which annoys people enough that they turn the feature off.
For an office, Wi-Fi calling often removes the problem entirely, and a booster becomes unnecessary. For a steel building where the Wi-Fi does not reach the far end either, you are solving two problems and might as well solve the wireless one first.
What this means for your building
A warehouse in Courtice with racking to the ceiling needs multiple indoor antennas placed with the racking in mind, because a metal shelf full of stock blocks signal the same way a wall does.
A clinic in Ajax with a basement records room usually needs one antenna down there and nothing else, which is a small job.
A farm or rural property near Port Perry is the case where measurement outside decides everything. Sometimes there is good signal at the top of a barn and the answer is straightforward. Sometimes there is nothing, and the honest conversation is about Starlink and a fixed internet connection with Wi-Fi calling instead.
A job trailer is worth mentioning separately. Portable boosters exist and work, but they follow the same certification rules, and a trailer with a metal skin is a small steel building.
What to do about it
- Test Wi-Fi calling first. Turn it on for a few phones, walk the dead zones, see whether the problem is solved for free.
- Check the signal outside, in the actual spots where an antenna could mount. If your phone struggles on the roof, a booster is not your answer.
- Ask which carriers matter. Staff phones may be split across two or three networks, and a single-carrier booster helps only some of them.
- If you buy anything, verify it is ISED-certified for use in Canada before it ships. Check the model against ISED’s Radio Equipment List.
- Get it installed properly, with the outside antenna aimed and separated from the inside antennas. Insufficient separation causes the amplifier to feed itself, which is the most common reason a self-installed kit performs worse than no kit at all.

Before you call
Will a booster help my Wi-Fi?
No. Different radio, different problem. A cellular booster does nothing for Wi-Fi and a Wi-Fi access point does nothing for cellular. They are often confused because both are described as improving signal.
Can I just buy one and plug it in?
You can, and some people get a good result. The two ways it goes wrong are buying something not certified for Canada, and mounting the outside and inside antennas too close together so the system oscillates. Both are avoidable with a bit of care.
Do we need this if everyone has Wi-Fi calling?
Often not, and that is worth establishing before spending. Where boosters still earn their place is sites where people are outdoors or moving between buildings, and where the Wi-Fi cannot follow them.
